The ECM Mine (probably stands for Electronic CounterMeasures?) is an item in Perfect Dark. You get three of them on Defection to use on two security hubs, one at the top and bottom of the building.
You throw them. They stick to the walls like tracker bugs in GoldenEye and you can't pick them up again. So if you miss more than once, you've failed the mission. To be honest, if you miss once, you might as well quit in disgrace. You're not going to get a very good time.
